Jack Christensen 1f43e2e490 Fix text format array decoding with a string of "NULL" 
It was incorrectly being treated as NULL instead of 'NULL'.

- Remove rarely used ScanPlan.Scan arguments
- Plus other refactorings and fixes that fell out of this change.
